Child pornography is in itself illegal, so how can looking at it on the Internet
not also be illegal?

The thing to remember isn't that the judges said child porno was ok--they said the law, as currently written (and which can always be changed) doesn't outlaw mere viewing. Judges,IMO should be in the business of interpreting laws as they are currently written, not in the business of making laws say what the judges want them to say.
Jay, you are right in saying that the law can always be changed. The viewing of child pornography may,
and I pray will, become illegal.
On the other hand, the law could be
changed in the opposite direction,
and (this is a very frightening thought) child pornography could be made legal.
